When systems with physical capabilities superior to humans operate at large scale, three factors become critical:

5. Clear Legal Responsibility

There can be no abstract figure of “algorithm error”.
Manufacturers, integrators, and operators must be objectively accountable for structural failures.

Robotic systems should be categorized according to potential impact:

  • Domestic assistive.

  • Industrial.

  • Critical infrastructure.

  • Military application.

Each level requires proportional control and supervision requirements.

7. Mechanical Limits by Hardware

Torque, speed, and force restrictions should not depend exclusively on software. Physical limitations reduce systemic risk.

Military Robotics: The Ethical Limit

In the military field, the discussion is even more sensitive.

Systems with full lethal autonomy, without a human in the decision loop, represent a profound ethical rupture. Specific international treaties for autonomous robotic systems are necessary to avoid a technological race without safeguards.

History shows that the absence of multilateral pacts in strategic technologies tends to generate prolonged instability.

The Most Likely Risk

The most plausible scenario is not sudden collapse due to machine rebellion.

It is something more silent:

  • Concentrated technological dependence.

  • Gradual reduction of human supervision for economic efficiency.

  • Political use of algorithmic neutrality as a rhetorical shield.

  • Excessive automation of structural decisions.

This type of erosion is harder to perceive and harder to reverse.

Innovation and Prudence Are Not Opposites

Regulating does not mean slowing technological progress.

It means ensuring that the expansion of technical capacity does not imply reduction of human autonomy or disproportionate concentration of power.

Advanced robotics can bring real gains:

  • Industrial efficiency.

  • Medical assistance.

  • Logistical support.

  • Reduction of operational risks.

But these benefits depend on solid institutional architecture.

Govern Before the Crisis

Structural technologies tend to be regulated after critical events. This pattern has repeated itself many times.

In the case of advanced robotics, anticipation is possible.

The debate needs to move from cinematic imagination to normative engineering.

The future of robotics will not be defined only by computational capacity or mechanical skill, but by the regulatory maturity that accompanies it.

The question is not whether machines will have strength.
It is whether institutions will have structure.
